Benin is accelerating its digital transformation through a series of strategic cooperation agreements aimed at expanding digital inclusion and improving access to government services. These landmark deals were signed during the 5th Cyber Africa Forum held in Cotonou, where the country’s Information and Digital Systems Agency (ASIN) formalized partnerships with the Institute for Inclusive Digital Africa (IIDiA), Quality Corporate Sarl, and Orbus Digital Services. The agreements reflect Benin’s commitment to building a robust digital ecosystem that is both secure and inclusive, positioning the country as a regional leader in digital governance.

The collaboration with IIDiA focuses on developing inclusive digital infrastructure and enhancing digital governance frameworks. This partnership is expected to support the rollout of trusted digital services such as digital identification and electronic signatures, which are essential for streamlining public service delivery. Meanwhile, the agreement with Quality Corporate Sarl targets cybersecurity enhancement, the creation of certified training programs, and the promotion of digital identity solutions. These initiatives are designed to build local capacity and ensure that citizens can safely engage with digital platforms.

Orbus Digital Services will play a key role in integrating its software into Benin’s Public Key Infrastructure, a move that will enable the digitization of critical public services across sectors including health, justice, education, and finance. This integration is a major step toward achieving interoperability between government systems and ensuring that services are accessible, efficient, and secure. By leveraging Orbus’s expertise, Benin aims to simplify administrative processes and reduce barriers to service access for its population.

Marc-André Loko, Director General of ASIN, emphasized that these agreements are more than technical collaborations—they represent a strategic vision for Benin’s digital future. He highlighted the importance of public-private partnerships in driving innovation and ensuring that digital transformation benefits all citizens. With these new alliances, Benin is not only enhancing its digital capabilities but also laying the groundwork for a more inclusive and resilient digital society.
