Equatorial Guinea Launches Digital Gambling Revolution

Equatorial Guinea has taken a bold step toward economic diversification by launching a digital regulatory framework for online gaming, betting, and casinos. This initiative marks a significant milestone in the country’s efforts to formalize its gambling industry and reduce reliance on oil revenues. The government has appointed Mascott Capital Partners, a Cyprus-based firm, as the official master licensee responsible for managing both domestic and international operator applications through a centralized online portal. This platform operates under the authority of Law 2/1995 and the reforms introduced by Law 10/2017, offering a streamlined and transparent process for licensing.

Minister for Tourism and Tourism Infrastructure, Antonio-Pedro Oliveira Burupu, hailed the move as one of the most transformative actions taken by gaming regulators in the nation’s history. He emphasized that the digital platform will not only facilitate license applications but also promote responsible gambling and enforce anti-money laundering protocols. By formalizing the online gaming sector, Equatorial Guinea aims to curb unregulated activities, enhance consumer protection, and attract new streams of investment and technological collaboration.

The initiative positions Equatorial Guinea alongside other African nations such as Nigeria, Kenya, Uganda, and Botswana, which have already implemented comprehensive regulations for the rapidly growing online gaming industry. With this framework, the country seeks to modernize its gambling landscape in line with global standards, stimulate job creation, and foster growth in its emerging tech and entertainment sectors. Minister Burupu noted that the move strengthens Equatorial Guinea’s reputation as a credible jurisdiction for remote gaming enterprises and boosts investor confidence in the digital economy.

The success of this regulatory overhaul will depend on its effective implementation and sustained oversight to ensure compliance and safeguard consumer interests.
