In a strategic move to enhance tax administration and foster regional collaboration, the African Tax Administration Forum (ATAF), in partnership with the World Bank Group, facilitated a study tour for the Kenya Revenue Authority (KRA) to the Mauritius Revenue Authority (MRA). The visit marked a significant milestone in KRA’s broader initiative to expand its tax base, improve compliance, and combat tax evasion and fraud. By engaging with MRA’s systems and expertise, KRA aimed to deepen its understanding of data-driven tax enforcement and modern compliance strategies.
Central to KRA’s transformation agenda is its investment in advanced data analytics and capacity building. A cornerstone of this effort is the establishment of a Centre of Excellence for Data Analytics, envisioned not only to serve KRA but eventually to support other public institutions in Kenya. This center will act as a hub for innovation, training, and strategic analysis, enabling the authority to harness data as a powerful tool for identifying risks, improving taxpayer segmentation, and enhancing revenue collection.
During the study tour, KRA’s Exchange of Information Unit and Common Reporting Standard (CRS) Team received intensive, hands-on training in processing financial account data shared under the CRS framework. The sessions focused on mapping data flows, interpreting CRS datasets, and applying risk management tools to support targeted compliance activities. These practical exercises were designed to equip KRA staff with the skills needed to transform raw data into actionable intelligence, thereby strengthening the authority’s ability to detect and deter tax non-compliance.
The mission underscored the immense value of peer-to-peer learning and regional cooperation. MRA shared proven methodologies and operational systems that have enhanced its own tax administration, offering KRA a blueprint for integrating data into its compliance architecture. With continued support from ATAF, KRA is now better positioned to leverage data as a strategic asset, driving smarter tax administration, improving transparency, and mobilizing domestic revenue more effectively. This initiative reflects a growing recognition across Africa that modern tax systems must be agile, data-informed, and collaborative to meet the demands of a rapidly evolving economic landscape.
