Seychelles Unveils Bold Cruise Tourism Strategy

Seychelles has taken a significant step toward enhancing its cruise tourism sector with the launch of its first dedicated Cruise Tourism Strategy. Spearheaded by the Tourism Department in collaboration with the United Nations Economic Commission for Africa (UNECA), the initiative aims to guide the sustainable development of cruise tourism from 2026 to 2033. This strategic move follows a comprehensive cost-benefit analysis of the sector and reflects the country’s commitment to diversifying its tourism offerings while preserving its natural and cultural heritage.

On October 14, 2025, a key presentation was held at the Botanical House in Mahé, where Principal Secretary for Tourism Sherin Francis, Director General for Destination Planning Paul Lebon, and the Policy Team outlined the framework for the strategy and the upcoming consultation process. The UNECA delegation, led by Geoffrey Manyara, Mary Kembaga, and Rayviscic Ndivo, is conducting a week-long scoping mission to engage stakeholders and gather insights. These consultations are scheduled across Mahé, La Digue, and Praslin, ensuring that voices from local communities, tourism operators, and government bodies are included in shaping the strategy.

The Cruise Tourism Strategy is designed to address critical challenges such as infrastructure readiness, environmental sustainability, and visitor experience. It also seeks to unlock new opportunities for economic diversification and regional collaboration. By aligning with international best practices and focusing on data-driven planning, Seychelles aims to position itself as a leading cruise destination in the Indian Ocean. The involvement of UNECA brings technical expertise and a continental perspective, reinforcing the country’s commitment to evidence-based policy and inclusive growth.
